By the year 2467, the population had grown to nearly 100 Billion people and had consumed the majority of the resources. Wars were breaking out over the last few scraps of resources. By 2490, the population had fell considerably due to war, disease and starvation. But in the resulting collapse, they also began to realise that they all were going to die. So the leaders launched a new program... Titled Project Rainfall.

The goal with Rainfall was to develop faster than light travel. It took them 55 years to do it and countless lives died in the process bringing the total cost of lives into the high billions. But at the end, they managed to build a single super ship capable of carrying 5 billion people. But unfortunately they couldn't take everyone and there would only be enough fuel for a single, one way, trip. With over 50 billion people remaining on the world, an all out war has resumed again as the first few have received their pass to the stars. Everyone wants off the world now void of resources before they all die. Even some politicians, doctors, and beyond aren't making it onto the ship.

To ensure that the population being sent off would be a good representation of Earth, a massive super computer had been built and programmed to select a certain percent from every nation. The machine was rather impartial (though it had been programmed to avoid sending people with known criminal backgrounds.)

To further ensure there would be no tampering, only allow people chosen by the computer would be let onto the ship. Each selected user's citizen ID card would be tagged to allow entry. (The ID was a card issued to each citizen and it contained their DNA, a holographic projector and a link to their clothing to allow them to receive data about themselves.)

Now, groups (called Condemned) patrol the cities hunting down those with tagged IDs to kill them in an attempt to force the computer to reselect someone to go. They use ancient weapons of war that fire projectiles of lead, copper or steel (made from scraps of tanks or other weapons they find).

To counter this though another group has been founded by the tagged people. This group's purpose is to locate and escort tagged individuals back to the ship before the Condemned find them. They gathered some of the most powerful energy weapons they could find (many of which even more powerful than the Condemned's weapons.) And outfitted their normal clothes with ferro-ionized ablative plating and deceleration fields that slow incoming projectiles down.
